SACCO Chairperson, Secretary Remanded Over Alleged Theft of PDM Beneficiaries’ Funds
The accused officials are alleged to have stolen money meant for government’s Parish Development Model beneficiaries in Kapchorwa District.

Two officials of Tegeres West Division SACCO have been charged and remanded over allegations of stealing funds meant for beneficiaries of the government’s Parish Development Model (PDM).

The accused, Siwa Moses, the SACCO Chairperson, and Sorowon Sam Kwurus, the SACCO Secretary, were arraigned following a joint operation by the State House Anti-Corruption Unit (SH-ACU), the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).

They were presented before the Kapchorwa Chief Magistrate’s Court on charges of theft and conspiracy to defraud and were remanded until May 14, 2026.

Prosecutors allege that between September and October 2025, the two officials, together with others still at large, conspired to steal money intended for beneficiaries under the Parish Development Model in Kapchorwa District.
